What are the requirements and how do you implement the PMOC law in your business?

If you work in the sector, you've certainly heard of the Maintenance, Operation and Control Plan (PMOC, in Portuguese), required by Brazilian law to protect health and environmental quality. But who is it aimed at, and which establishments are required to carry out maintenance?

What is the PMOC

In short, basically all HVAC-R professionals are required to follow the law and serve their clients directly, being responsible for air conditioning systems with a capacity above 60,000 BTU/h, as set out in the law. Typically, owners, tenants and their representatives, responsible for public or private buildings, look for professionals in the sector to handle the obligations set out by the measure. To make it easier to meet these legal requirements, many companies use compliance software to ensure the standards are met.

To meet legal requirements more efficiently, HVAC-R professionals can optimise their field services with field service management software, ensuring better organisation when responding to PMOC demands.

The requirement applies throughout the entire time the air conditioning systems are in operation. This is mainly because dirty filters contribute more to the spread of disease: as a result of the unit's heat exchange, it tends to draw in and store a certain amount of dust, fungi, bacteria and mites in its filters, which can lead to respiratory illnesses even in people with no prior symptoms. To organise this preventive maintenance efficiently, many companies adopt CMMS software.

Given that public and private buildings must meet these obligations rigorously, they can benefit from facility management software to organise all the maintenance activities required by the PMOC systematically.

The situation gets much worse in high-traffic places such as shopping centres, hospitals and shops, or even inside a company or an apartment. The recommendation is to have an inspection at least once a month, which reduces the likelihood of internal problems.

To make sure maintenance is carried out without interruption, especially in high-traffic places such as shopping centres and hospitals, it's essential to use inventory management software to keep filters and spare parts always available.

The importance of the PMOC

“Oh, that's unnecessary… I won't bother.” If that's one of your reactions, or you know someone who would rather skip the maintenance, we're sorry to say that failing to comply with the law can result in fines of up to R$200,000. Air conditioning is an essential part of anyone's daily life, especially on hot days, and it's common for the care needed to keep it running healthily to go unnoticed.

In the interest of public health, however, the law seeks to minimise risks by fining those who fail to comply with the PMOC, which is certainly not the best outcome, right?

To avoid these penalties and ensure proper compliance with the legislation, control of air conditioning equipment can be optimised with asset management software, making it easier to meet PMOC requirements.

Tell us whether you already knew about the law and keep up with the frequency and responsibilities around these preventive measures, and be sure to follow our official channels for more HVAC-R news.

If you already know how important the law is and want to improve your processes, integrated facilities and asset management can be carried out with CAFM software to ensure efficient compliance with PMOC standards.
